党的建设作为我们党在中国革命中取得胜利的“三大法宝”之一，多年来一直备受党中央的高度重视。随着时代的变化，党的建设也应该注入时代因素，赋予新的时代内涵，适应新形势的要求。大学生党员发展机制作为党建工作的重要内容，经过多年的发展已经形成了较为固定的模式。针对高校党员发展模式，进行有针对性的改进和完善，可以更好地体现党员发展过程的公开、公正和公平，并通过对新的发展模式的有效监督进行制度设计，提出“党员答辩制”“五元监督”的新机制。
