低碳旅游是通过推行碳汇机制、运用低碳技术和倡导低碳旅游消费的一种发展方式。森林公园发展低碳旅游有利于传播生态文明，倡导低碳生活，实现森林生态、社会、经济三大效益的最大化。但制度缺失对森林公园低碳旅游发展造成严重影响。我国政府需要制定相关制度；完善并严格执行森林资源环境保护法律法规；制定森林碳汇体增添政策；确立监督设备设施与建筑低碳技术运用的适宜机制以及制定旅游者低碳旅游消费的管理制度。

Low carbon tourism is a new development pattern that advocates low carbon tourist consumption by applying carbon sink mechanism and low carbon technologies. Developing low carbon forest tourism is conducive to popularize ecological civilization and low carbon living style and to maximize the benefit of forest ecology, the society and economy. However, institutional vacancy affects the devel-opment seriously. The government should formulate the relative system, improve and carry out thoroughly laws and regulations protecting forest resources and the environment, set a regulatory process for adding new carbon sink bodies, build supervision equipment and facili-ties and mechanism preferable for the application of low carbon technology, and establish a management system for low carbon consump-tion of tourists.
