作者通过对在公立医院发生一起因违规修改撕毁病历引发的医患纠纷案致医疗行政处罚案件进行分析，指出卫生行政部门、卫生监督部门对公立医院医疗违法违规行为的依法行政、依法监督执行到位，是构建诚信行医的准绳，是搭建尊重就医的基石。同时对加强公立医院依法监督是落实医改的法务效能提出思考与启示。

Through the analysis of a medical dispute caused by illegal amendment and destruction of medical record in public hospital that led to subsequent medical administrative penalty, the author pointed out the importance of appropriate enforcement actions taken by health administrative and supervisory departments against illegal medical practice. It is the benchmark for the ethical practice and the foundation of mutual respect. The author also provided reflection and revelation on the legal effectiveness of enforced public hospital supervision on medical reform.
