蓬旅跨海通道项目经过20余年的攻关研究,其现实可行性障碍已经明晰。基于风险要素视角,分析了巨大成本投入与有效回收的经济风险;不同交通设施模式面临的海洋生态与气象环境相互影响、地质灾害防范、隧道通风保障、涌水处置等经济、技术要素风险。通过桥、隧、桥隧结合不同模式下风险要素的分析对比,明确了开凿全隧道、轨道交通、汽车“摆渡”的可行性选择;开展详细的海底地质勘探调查,精确选定隧道线路和埋深,多方案防控涌水,攻克长距离通风难关,在保障安全的可行性前提下,优化成本方案。

Once Peng-Lv Crossing Sea Passage Project was given, it have no doubt to be necessity and feasiblity in theorety. After 20 years of studies, the practical feasibility barriers have been clear. They focus on the economic risk of huge cost of investment and effective recovery; different transport modes facing the influence between ocean ecology and meteorological environment, geological disaster prevention, tunnel ventilation protection, gushing water disposal and other economic, technical elements risk. By analysis and comparison of risk factors of bridge, tunnel, bridge and tunnel combination of different modes, we make a feasibility selection on digging all tunnels, rail transportation, car"ferry"; conduct a detailed survey of the seabed geological exploration, select accuratlly underground tunnels' lines, prevent gushing in multi-programs, overcome ventilation difficulties of long distances, optimize the cost programs in the premise of the feasibility of ensuring safety.
