大型灌区管理内容繁多,工作完成标准难以统一,易造成权责不明,影响效益发挥。为构建运行高效的管理机制,位山灌区以管理绩效挂钩为核心,实施了岗位目标责任制管理。通过制定岗位目标责任制度、考核办法和奖惩规定,建立了以公开考核、绩效考核为主要内容的评判体系,初步探索出水管单位岗位目标管理的高效制度。实践表明,岗位目标责任制能够快速提升灌区整体管理水平,有利于灌区服务功能的发挥。

Practice shows that, the post target responsibility system can quickly improve the overallmanagement level of irrigation area,work to the irrigation service function.
