针对山前渠灌区末级渠系工程不配套、用水管理粗放、农业水价体系不完善等问题,综合考虑山前渠灌区的自然条件特点及灌区节水的主要影响因素,提出“末渠‘改管’、计划用水、以量收费、节奖超罚、协会自治”的山前渠灌区自主节水模式。并在元氏县八一灌区进行了典型实践,实践证明自主节水模式实施以后,灌溉水量降低了1500 m3/( a· hm2),公众的自觉节水意识和参与意识明显提高。
針對山前渠灌區末級渠繫工程不配套、用水管理粗放、農業水價體繫不完善等問題,綜閤攷慮山前渠灌區的自然條件特點及灌區節水的主要影響因素,提齣“末渠‘改管’、計劃用水、以量收費、節獎超罰、協會自治”的山前渠灌區自主節水模式。併在元氏縣八一灌區進行瞭典型實踐,實踐證明自主節水模式實施以後,灌溉水量降低瞭1500 m3/( a· hm2),公衆的自覺節水意識和參與意識明顯提高。

Aiming at the problems such as the unmatched projects of the end-canal system, extensive management of water using and imperfect system ofagriculturalwaterpriceinpiedmontirrigationdistrict, thepaper putsforwardanautonomouswater saving modelas"changingend-ca-nal into pipeline, planning water use, collecting charge by water amount , encouraging for saving and punishing for wasting and water user as-sociation autonomy"based on comprehensive consideration of characteristics of the natural conditions and main influencing factors of water sav-ing in piedmont irrigation district. In addition, the autonomous water saving model has been practiced in Baryi Irrigation District of Yuanshi County. Thepracticeshowsthatthedecreasesofirrigationwateramountis1500m3/(a·hm2), whilethepublic′sawarenessforwatersaving and the participation im proves highly.
