一战爆发后，北洋政府为了阻止战火波及中国，力图将战区限制在中国以外，但以失败告终。其后，为了使中国更好的融入国际社会、改变不平等的国际地位，袁世凯、段祺瑞等两次谋划直接参战，但在日本等国的阻挠下也告流产。最终为了谋求在战后国际格局中取得有利地位，梁士诒等有识之士提出了“以工代兵”的参战策略。

After the First World War broke out ,the Peking Government wants to prevent the war spread to China , but this purpose was failed .In order to well promote China’s integration into the international community ,Yuan Shih-kai and Duan qirui planning to join this war twice ,in view of China’s own weak forces and Japan’s strongly against China’s entry into the war ,it failed again .Liang Shiyi ,a man of good vision and acknowledges proposed a strategy of “To work on behalf of the soldiers” .Then hundreds of thousands of Chinese laborers were far away from their homeland and went to Europe .
