近年来，欧盟的循环经济逐步向资源节约型发展转变，而不再仅仅局限于废物的循环利用。通过对欧盟资源节约型循环经济的历史沿革进行梳理，介绍了该运动发起以来欧盟典型成员国中循环经济发展的新动向。在此基础上从资源节约利用的法律规制、环境审计制度及加快技术创新步伐三个角度，为我国循环经济的转型提供发展思路和完善措施。
近年來，歐盟的循環經濟逐步嚮資源節約型髮展轉變，而不再僅僅跼限于廢物的循環利用。通過對歐盟資源節約型循環經濟的歷史沿革進行梳理，介紹瞭該運動髮起以來歐盟典型成員國中循環經濟髮展的新動嚮。在此基礎上從資源節約利用的法律規製、環境審計製度及加快技術創新步伐三箇角度，為我國循環經濟的轉型提供髮展思路和完善措施。

In recent years, EU's circular economy has gradually changed to the resource efficien-cy, and is no longer just limited to the recycling of waste. This paper firstly cards the historical evolution of EU's resource-conserving circular economy, introduces the new trends development of circular economy since the movement launched in typical members of the European Union. On this basis, it brings ideas and perfect measures for the transformation of circular economy in China from three points of view: the legal regulating of the resource conservation, environmental audit system and speeding up the pace of technological innovation.
