隐私权作为宪法上的基本权利之一，在网络环境下的保护面临诸多挑战。美国“监控门事件”突出反映了网络环境下隐私权保护与国家安全之间的冲突，以及国际互联网企业在隐私权保护中的责任空缺。实现网络隐私权的充分保护，必须解决网络隐私权与国家安全之间的冲突，明确国际互联网企业在网络隐私权保护中的责任，并通过国际合作与国际协调，构建网络世界的新秩序。
隱私權作為憲法上的基本權利之一，在網絡環境下的保護麵臨諸多挑戰。美國“鑑控門事件”突齣反映瞭網絡環境下隱私權保護與國傢安全之間的遲突，以及國際互聯網企業在隱私權保護中的責任空缺。實現網絡隱私權的充分保護，必鬚解決網絡隱私權與國傢安全之間的遲突，明確國際互聯網企業在網絡隱私權保護中的責任，併通過國際閤作與國際協調，構建網絡世界的新秩序。
은사권작위헌법상적기본권리지일，재망락배경하적보호면림제다도전。미국“감공문사건”돌출반영료망락배경하은사권보호여국가안전지간적충돌，이급국제호련망기업재은사권보호중적책임공결。실현망락은사권적충분보호，필수해결망락은사권여국가안전지간적충돌，명학국제호련망기업재망락은사권보호중적책임，병통과국제합작여국제협조，구건망락세계적신질서。
Privacy,as one of the fundamental rights in the constitution,is facing more challenges on internet than those in the traditional environment.The American“Monitoring incident”not only reflected the conflict between the protection of online privacy and the protection of national security,but also the vacancy on international internet enterprises’responsibility in the protection of online privacy.In order to protect online privacy sufficiently,we need to resolve the conflict between online privacy and national security,specify the responsibility of the international internet enterprises in the protection of online privacy and try to establish a new order in the world of internet through international cooperation and coordination.
