目的：研究新农合实施前后，乡镇卫生院生产率变化情况。方法：选取具有代表性的投入和产出指标，使用DEAP2.1软件，分析24个乡镇卫生院9年间的生产率变化、技术效率变化和规模效率变化。结果：研究地区24所乡镇卫生院的生产率平均值从新农合试点之前的1.566，降低到试点开展期的1.463，再降低到新农合全面实施期间的1.200。结论：全要素生产率的变化主要来自技术进步的变化。规模效率的衰退是技术效率衰退的主要原因。
목적：연구신농합실시전후，향진위생원생산솔변화정황。방법：선취구유대표성적투입화산출지표，사용DEAP2.1연건，분석24개향진위생원9년간적생산솔변화、기술효솔변화화규모효솔변화。결과：연구지구24소향진위생원적생산솔평균치종신농합시점지전적1.566，강저도시점개전기적1.463，재강저도신농합전면실시기간적1.200。결론：전요소생산솔적변화주요래자기술진보적변화。규모효솔적쇠퇴시기술효솔쇠퇴적주요원인。
Objective: To evaluate the productivity change of township hospitals before and after the implementation of the New Rural Cooperative Medical System ( NCMS). Methods: Choose typical input and output index to calculate the efficiency from 4 aspects of total factor productivity index, efficiency change index, technical change index and scale efficiency change index for 24 township hospitals in 9 years by using DEAP 2.1 software. Results: The total factor productivity(TFPC) index was 1.566 before pilot period, it decreased to1.463 during pilot period, and even decreased to 1.200 during implementation period. Conclusion: The changing of TFPC index comes from technical change. The scale efficiency change is the primary reason of efficiency recession.
