近年来，国内多数研究围绕如何“加强”社会保障而展开，实际上是“增加”，包括增加保障项目、扩大覆盖范围、拓展保障责任、提高保障待遇等，而学界对于“改善”社会保障的研究相对较少。对于某些“加强”所带来的负面效应研究更少。本届论坛上，专家学者提出了实现医疗保障制度可持续发展的几个方面：加强医疗保障制度整合；强调健康结果公平；通过公立医院改革进一步深化医改；多途径控制医疗费用增长。
근년래，국내다수연구위요여하“가강”사회보장이전개，실제상시“증가”，포괄증가보장항목、확대복개범위、탁전보장책임、제고보장대우등，이학계대우“개선”사회보장적연구상대교소。대우모사“가강”소대래적부면효응연구경소。본계론단상，전가학자제출료실현의료보장제도가지속발전적궤개방면：가강의료보장제도정합；강조건강결과공평；통과공립의원개혁진일보심화의개；다도경공제의료비용증장。
In the recent years, the majority of papers were discussing how to"strengthen"social security, including increasing security items, expanding coverage, expanding security responsibility and enhancing security beneifts and so on. The academia have relatively few studies for"improving"social security, especially for the negative effects of the"strengthening". At the conference, the scholars gave some advices on how to achieve the sustainable development of health insurance. They proposed to integrate the different systems, emphasize the equality of health outcome, deepen the public hospital reform and control the increase of medical costs.
