构建科学的小城镇土地集约优化利用调控机制是缓解土地资源瓶颈、完善土地管理制度的重要途径。文章分析了小城镇土地利用的四大行为主体-政府、规划师、企业、社会公众在小城镇土地利用中的作用以及如何参与土地利用规划，指出土地集约利用的系统性决定了土地集约利用是行为主体结合自身特点采取相应措施和积极参与，并努力实现土地集约优化利用综合效益最大化终极目标下的协调统一。

Structuring scientific coordination and regulation mech-anism of intensified and optimized land use in small towns is a important way to relieve shortage of land resource and improve land management system. This thesis studies the main bodies of land use in small towns including government, planners, enterprise and public how to affect and promote intensified and optimized land use in small towns. The thesis also puts forward only that the main bodies of land use participate and take appropriate measures according to self -characteristic can realize intensified and optimized land use in small towns.
