经过多年的推进与宣传，面向基层医疗卫生机构对口支援已经取得不少成效，但是受到医院管理体制的限制，依然存在流于形式、主体积极性不足，缺乏有效运行和监管机制等问题。笔者从深化医院管理体制改革、提高思想认识、建立和完善医院运行机制、寻找各方的利益关联点，探索合适的支援模式提出建议，探寻建立面向基层医疗卫生机构对口支援的长效机制。

After years of promotion and publicity, it has got some effectiveness on targeted aid to basic health institutions. But because of the limitations of hospital management system, it still exists problems such as lack of form, lack of enthusiasm and lack of effective operation and supervision mechanism. in aspects of deepening the reform of hospital management system, improving the ideological understanding, establishing and improving the mechanism for stakeholders, some advice on establishing long-term mechanism for basic health institutions targeted aid are discussed.
