根据地理信息系统在国内外的实际应用情况，提出了开展基于实景3维GIS水库移动巡查系统研究的必要性，并分析系统目标和设计原则，进而从总体架构、功能模块、系统特点等方面进行研究，阐述利用实景3维GIS、移动GIS，GPS、移动通信、数据交换等技术建设水库移动巡查系统的总体设计，该设计可作为水库移动巡查技术架构的基础，具有一定的实用价值。

Based on geographic information systems in the practical application of domestic and foreign , the paper proposes the overall design of reservoir mobile patrol system based on the need of real three -dimensional GIS for study , and analyzes the system objectives and design principles .From the overall structure , function modules , the system features and other aspects study , the paper also de-scribes the use of real three -dimensional GIS, mobile GIS, GPS, mobile communications, data exchange technology to build overall design of reservoirs mobile patrol system , which can be used as the base of reservoir architecture mobile patrol with some practical val -ue.
