在对山东省节能减排现状分析基础之上，通过和其他省市节能减排的对标分析，发现山东节能效率相对较低，节能潜力比较大。两化融合是促进节能减排的重要举措和有效途径，对工业企业节能减排支撑作用明显，在对山东省两化融合建设投入和节能减排实际情况分析基础之上，建立二者之间的函数关系模型，量化两化融合对节能减排产生的效果。利用该模型，对山东省“十二五”期间在两化融合方面的投入对节能降耗产生的效果进行分析。

It is extremely difficult to implement the objective of energy consumption and emission reduction because high energy consumption and high pollution industry such as petroleum,chemistry,steel and metallurgy has a great proportion of industry economy in Shandong,the largest industrial province in China. Firstly,the situation and capacity of energy consumption and emission reduction in Shandong are analyzed,and the promotion of integration of informatization and industrialization is given. Secondly,the model is set up to reflect the relationship between them. Thirdly,the effects of energy consumption and emission reduction by integrating informatization and industrialization are studied according to the model in section 2. Finally,the results show that integration of informatization and industrialization does promote energy consumption and emission reduction,and the government should increase investment in informatization in order to accomplish the targets of the 12th five-year plan for energy consumption and emission reduction.
