总结了宁波市鄞州区基层医疗卫生服务改革4年多来的成功经验，主要有起步早、投入大、转型快、统筹强、队伍精等5个工作亮点，取得了显著成效。同时对今后进一步完善和发展提出了思考，认为中心级基层医疗机构的区域医疗覆盖能力亟待强化，药品零差和绩效工资制度实施后正常运行经费尚有缺口，基层医疗机构工作数量与质量提升导致人员编制略显不足，医疗卫生人才队伍培训培养缺少基地，新农合相关政策有待进一步完善。

Effectiveness of community health service reform in Yinzhou in recent 4 years were summarized as started early, adequate government finance, developed rapidly, good coordination and excellent human resources. Problems which impeded community health service further development such as poor capacity of community health center, living beyond means when implementing drug zero mark up sale and performance salary, lack of human resources related to workload, lack of training and imperfect of NCMS policy.
