保定市属于资源性缺水地区，水资源短缺成为社会经济发展的主要制约因素之一。“和谐保定”建设中水资源不可或缺又无法替代。本文通过分析“和谐保定”的内涵及其建设对水资源系统的要求，结合保定市实际情况，提出面向“和谐保定”的水资源发展总体目标和切实可行、便于操作的阶段目标。为实现水资源发展目标，提出多水源联合调度、深入推进节水型社会建设、严格执行“三条红线”管理制度、加快重点区域生态环境修复等举措和建议，为“和谐保定”的建设提供参考和借鉴。

Baoding is a resources-induced water shortage region, where water shortage has become one of main factors that obstruct the development of economy and society. Water is indispensable and cannot substitution for harmonious Baoding construction. In this paper, according to the analysis of the connotation of harmonious Baoding and the construction of water resources system in harmonious society and considering the current situation of Baoding city , the general target of water resources development oriented to harmonious Baoding and stage target of water resources development which is workable and easy to operation are proposed. In order to realize the target of water resources development , suggestions for dispatching of various water sources, further promoting water saving social construction, strict implementation of the “three red lines” management system, accelerating key regional ecological environment rehabilitation are put forward. It will give reference for harmonious Baoding construction.
