随着中国经济的发展，海洋新兴产业逐步成为中国海洋产业发展的新经济增长点。海洋经济已跨入以高新技术引领的新时代，海洋新兴产业是一种资源消耗低、综合效益好、节能环保、投资大、风险高、产业带动力强的高新技术密集型产业。海洋新兴产业处于初级发展阶段的中国，面临着国家政策、管理力度、重视程度、资金投入低和人才少、产业单一等一系列问题，中国应建立强有力的法律体系、管理制度、融资体系等促进海洋新兴产业的发展。

With the development of economy in China,the marine emerging industry has gradually become a new economic growth point of the development of the marine industry in our country.Marine economy has entered a new era,leading by high technology,marine emerging industry is a high technology intensive industry with low resource,good comprehensive benefits,energy saving and environmental protection,high investment,high risk,industry with strong power,which is the important sign of comprehensive assessment of marine resources and utilization degree.Marine emerging industry in the early stage of development in China,which has a series of problems,such as the national policy,the strength of management,attention degree,low capital investment,talent less,single industry and so on.we should establish the legal system,strong management system,financing system to promote the development of marine emerging industry.
