∶针对目前缺少配网建设项目衡量标准的问题，构建了一套能够全面反映配网建设效果的综合评价体系，以指导于配网建设投资管理。首先，基于对配网建设驱动因素的分析，构建配网建设项目指标体系；其次，利用层次分析法确定评价指标的权重；再次，利用德尔菲法确定各项评价指标的评分标准；最后，对某市配网项目进行实例分析，从而验证综合评价体系的合理性。

A set of comprehensive evaluation system,reflecting distribution network construction effect,is con-structed due to the lack of evaluation standard of distribution network projects,so as to guide distribution network construction investment management. Firstly,construct the distribution network construction project indicators sys-tem based on the analysis of the distribution network construction driving factors;Secondly,determine the weight of evaluation index using analytic hierarchy process (AHP);then,determine the grading standards of each evaluation index using Delphi method;finally,verify the reasonableness of the comprehensive evaluation system by analyzing the example of a certain city’s distribution network construction projects.
