中央[2014]1号文件继续强调通过金融手段解决“三农”问题。以内蒙古赤峰地区农户小额贷款为例，选取该地区经济发展水平中等的大兴农场为代表，随机抽取了100户农户，通过发放调查问卷，获得实地调研数据，以此来分析小额贷款实施现状、存在的问题及其对农户收入的影响，从而寻求提高小额贷款实施绩效的路径。

The first policy document of 2014 emphasized that using financial methods to solve the "three rural issues”-- agriculture, rural areas and farmers. The author chose 100 families randomly from Daxing farm in Chifeng city of Inner Mongolia and issued survey questionnaires to them. Based on the data through investigation on the spot, the author analyzed the implementation situation, the existing problems and the influence of rural petty loan on farmers' income, and put forward the effective ways of improving implementation performance of rural petty loan.
