淄博市总工会创建“七位一体”和谐企业取得很大成功,得到山东省委、省政府的肯定和表彰。其工作思路是:聚内力、借外力、同发力,抓创建、抓推动、抓发展,把党政所望、工会所能、职工所盼、社会支持、部门协同、企业愿景等多种因素高度融合,形成一种服务党政大局、和谐社会、企业发展和职工群众的新机制。其基本工作环节和主要举措是:(一)健全组织体系;(二)坚持多措并举;(三)突出示范带动;(四)营造舆论氛围;(五)突出关键环节;(六)抓好协调联动。其重要经验和启示是:一是突出科学发展是创建和谐企业的根本要求;二是营造和谐劳动关系是创建和谐企业的核心支点;三是强化部门协同是创建工作成功的关键。

Chinese historical and practical reasons have caused such a series of problems as administration of trade unions, entertainment of job content, middle position of union's stand, and nothingness of preventative rights source and responsibility mechanism, greatly weakening the trade union’s role of safeguarding rights. China's trade unions path should be towards socialization, adhering to the party's political leadership and the so-cialist direction prerequisite. In order to enhance the sense of responsibility of trade unions, we should strengthen the representation and the relative in-dependence of trade unions by deepening reform, and take safeguarding the legitimate interests of its members as a primary function of trade unions through the improvement of the law. This is only way to adapt to the urgent need for us to innovate the public administration, establish a stable and harmonious labor relations in China's current economic restructuring and system transition period with multiple labor disputes and mass incidents.
