在现阶段农村人口大量进入城市社区生活和工作的城镇化背景下，须积极推动社会组织参与城市社区治理。当前，社会组织已在城市社区治理中发挥了一定的作用，但仍存在着参与治理的积极性不高、力度不大、绩效不理想等问题。对这些问题，须针对性地予以解决，以提升城市社区的治理能力。

With a large amount of rural population pouring into urban community to live and work , we should encourage social organizations to participate in urban community governance .Currently social organiza-tions have played some role in urban community governance , but there are still such problems as they are not highly enthusiastic in the participation , they are not highly involved , and the effect is not ideal .We should pay special attention to these questions so as to enhance urban community governance ability .
