近年来,随着我国对科技研发投入的大量增加,我国高校的科研实力不断增强,专利技术成果越来越多,但存在的问题是转化率普遍不高。而在美国、德国等西方国家,高校的科技成果转化率通常能达30%以上,原因在于国外的专利制度建立较早,发展较为完善,能够实现专利技术转化的良性循环。通过对国外高校专利技术转移模式的梳理和分析,总结出不同模式的特点和成功经验,并结合我国高校实际,从加强专业化技术转移机构建设、加强专业化技术转移队伍建设以及加大政府资金投入等方面提出相应的对策建议。

In recent years ,with the tremendous increase of R&D investment by the government ,the research strength in uni-versities has been enhanced ,resulting in more and more patent achievements ,but the problem is the conversion rate is gen-erally low.However,in the United States,Germany and other western countries ,the conversion rate of university technology usually can amount to over 30%.The reason is that foreign patent system was set up earlier and has been consummately de -veloped,which can achieve a virtuous circle of technology conversion .This paper,by analyzing the foreign technology con-version modes ,summarizes the characteristics and successful modes and experience ,and on the basis of the practice in our universities ,puts forward the corresponding countermeasures from the aspects of strengthening the mechanism of professional technology transformation and team building and of increasing governmental financial input .
