惠州市新型农村合作医疗现状表现：参合率逐年上升，筹资标准有所提高，住院费用报销比例有所增加，信息化管理初步完善。现存问题：资金筹集困难，农民认识不够，定点医疗机构服务设施和质量亟待提高，制度保障乏力，监管机制不健全。完善对策：拓展筹资渠道，提高群众认知度，提升医疗服务质量，建立医疗救助制度，健全监督机制。

The situation of the New Rural Cooperative Medical System in Huizhou city appears as the following:participation rate in-creased year by year,raising standards improved,hospitalization expense ratio increased,and information management constructed. But it’s existing problems remain:difficulty of financing,lack of awareness,badly need of improvement in service facilities and quality of designated medical institutions,weakness of system security,and lack of regulatory mechanism. Countermeasures are:expanding fi-nancing channels,improving public awareness,improving quality of medical services,establishment of medical assistance system, and perfecting supervision mechanism.
