基于医改现状和经验，提出了医改要聚焦重点问题，设定“有限”目标，一步一突破，分步骤实现医改最终目标；提炼了医保、医药、激励机制、社会办医等医改重点领域存在的问题，提出了医保支付设立个人自负封顶线以防范医疗经济风险、建立公立医院正向激励机制、构建合理药品价格的形成机制、对公立医院实行“计划生育”等政策建议。
기우의개현상화경험，제출료의개요취초중점문제，설정“유한”목표，일보일돌파，분보취실현의개최종목표；제련료의보、의약、격려궤제、사회판의등의개중점영역존재적문제，제출료의보지부설립개인자부봉정선이방범의료경제풍험、건립공립의원정향격려궤제、구건합리약품개격적형성궤제、대공립의원실행“계화생육”등정책건의。
Based on the experience and current situation of healthcare reform,it was suggested that great emphasis should be laid on key issues. Setting limited targets,getting breakthroughs steadily and persistently and achieving the ultimate goal of healthcare reform were also suggested. The key issues were summarized on the fields of medical insurance,pharmaceuticals,incentive mechanism and development of private medical institutes. It was recommended that a ceiling on out-of-pocket should be set so that the economic risk of medical expenditure could be avoided. Developing positive incentive mechanism,constructing reasonable pricing mechanism of pharmaceuticals and implementing“family planning”on public hospitals were also proposed.
