“环京津贫困带”是全国生态安全保证程度最低、特大城市周边贫困程度最严重的地区，该区域对于京津冀都市圈乃至环渤海区域的发展起着至关重要的作用。因此，本文梳理了“环京津贫困带”发展特点，系统剖析了贫困带产生的原因，广泛借鉴国外城市和区域反贫困经验，进而提出加快发展区域经济、建立长期而稳定的生态补偿机制等新时期破解“环京津贫困带”的关键路径，以期为“环京津贫困带”的发展提供有价值、可供参考的意见和建议。
“環京津貧睏帶”是全國生態安全保證程度最低、特大城市週邊貧睏程度最嚴重的地區，該區域對于京津冀都市圈迺至環渤海區域的髮展起著至關重要的作用。因此，本文梳理瞭“環京津貧睏帶”髮展特點，繫統剖析瞭貧睏帶產生的原因，廣汎藉鑒國外城市和區域反貧睏經驗，進而提齣加快髮展區域經濟、建立長期而穩定的生態補償機製等新時期破解“環京津貧睏帶”的關鍵路徑，以期為“環京津貧睏帶”的髮展提供有價值、可供參攷的意見和建議。

"Poverty belt around Beijing and Tianjin" is the lowest ecological security guarantee degree region and poorest area around big city in the whole country, which plays a vital role in the development of Jing-Jin-Ji urban agglomeration and region over Bohai ring. Therefore, this paper systematically analyzes development characteristics, causes of the poverty belt, and extensively learns anti poverty experience of foreign cities and regions, then proposes to accelerate the development of regional economy, establish long-term and stable ecological compensation mechanism, which is the critical crack path of"poverty belt around Beijing and Tianjin"in the new period, in order to provide the valuable reference opinions and suggestions for"poverty belt around Beijing and Tianjin".
