科学测度和评价我国各个省份的碳排放绩效,是实现中国政府2020年碳减排目标的重要基础。在机会成本视角下,引入生态效率的评价思想,在此基础上把碳排放效率分解成经济价值变化、环境变化和基准变化三个效应。以中国大陆30个省份为例,进行碳排放效率的具体变化分析。结果表明:在2008-2012年,各省(市)基于机会成本的碳排放效率存在显著差异,碳排放效率大于1的地区主要集中在北京、广东、上海等省(区、市),这些地区的碳排放效率明显高于全国平均水平;从碳排放效率的具体效应分解可知,中国大陆整体上经济虽有发展,但实际上碳排放效率下降了,并且绝大多数省份的经济只有量的增长,环境效率无实质的改善。

Scientifically measuring and evaluating the carbon emission of Chinese provinces is the important base for realizing the target of government 2020 carbon reduction.From the perspective of opportunity cost and introducing eco-efficiency, we proposed the opportunity cost based method for evaluating the carbon emission efficiency and decomposed it into three com-ponents including the economic value change , environment change and benchmark change .Taking 30 provinces in main-land as the example, we carried out the empirical analysis.In 2008-2012, the carbon emission efficiencies based on op-portunity cost above 1 are mainly in the eastern provinces such as Beijing, Tianjin and Shanghai, with carbon emission ef-ficiency beyond average level of China.From the decomposition of the carbon emission effect of different provinces, al-though there is great increasing in state’ s nominal GDP, the actual carbon emission efficiency is declining during the same periods.Therefore, most provinces take on a quantity increasing in economy without the quality improvement in environ-mental efficiency .
