农业补贴是一国政府农业政策体系中最主要、最常用的政策工具，是政府通过行政手段，干预资源转移到农业领域，以支持本国农业的发展。结合实地调查，在对黑龙江省粮食补贴政策的实施现状描述的基础上，主要从积极效应和存在问题两方面对黑龙江省粮食补贴政策的实施效应进行剖析，同时提出了相应的完善对策。
농업보첩시일국정부농업정책체계중최주요、최상용적정책공구，시정부통과행정수단，간예자원전이도농업영역，이지지본국농업적발전。결합실지조사，재대흑룡강성양식보첩정책적실시현상묘술적기출상，주요종적겁효응화존재문제량방면대흑룡강성양식보첩정책적실시효응진행부석，동시제출료상응적완선대책。
Agricultural subsidy is a goverment agricultural policy system of a country , the most commomly used in the main policy tool,is the goverment through adminisrative means ,intervention resources transferred to the agricultural esc-tor,to support the development of its agriculture .In this paper, field surveys is used in Heilongjiang province food subsidy policy on the status .After the the basis described on implementation , this paper mainly surveyed both the positive effects and problems of food subsidies in Heilongjiang Province , and analyze the effects of policy implementation , while pro-posed the corresponding improvement measures .
