The author introduced the history and background of construction of national health emergency team, summed up the characteristics of it as regional planning , classification, awarding management, then proposedthat the PLA national emergency medical and prevention rescue team should maintain the construction princi -ples as small scale, providing decision -making power to construction units, formulating a comprehensive and detailedmedicine equipment standard, and taking advantage of the national emergency medicine training resources .
