目的:探索新疆民营医院运行情况及存在的问题,并提出相应的对策与建议,为新疆民营医院的发展提供客观依据。方法采用文献法、问卷法、深入访谈法以及对比分析法,对新疆民营医院进行问卷调查,对其基本情况进行一般性描述,对比分析2009-2012年民营医院与公立县级医院运行情况。结果新疆民管医院卫生资源利用率低,工作量不饱和,患者人均费用低于全疆公立县级医院水平,规模逐步缩小,床位使用率较低,负债率高,运营艰难。房屋基本建设租金较高,万元以上设备中以10万元以下小型设备为主,大型设备负增长。结论政府应尽快建立和完善与民营医院相关的政策法规,民营医院自身应提升办医惠民的引导力,推进人才队伍建设,诚信办院,建立互信和谐的医患关系,提升核心竞争力,营造惠民性医院文化,提升让群众得实惠、医院得发展的引导力。

목적:탐색신강민영의원운행정황급존재적문제,병제출상응적대책여건의,위신강민영의원적발전제공객관의거。방법채용문헌법、문권법、심입방담법이급대비분석법,대신강민영의원진행문권조사,대기기본정황진행일반성묘술,대비분석2009-2012년민영의원여공립현급의원운행정황。결과신강민관의원위생자원이용솔저,공작량불포화,환자인균비용저우전강공립현급의원수평,규모축보축소,상위사용솔교저,부채솔고,운영간난。방옥기본건설조금교고,만원이상설비중이10만원이하소형설비위주,대형설비부증장。결론정부응진쾌건립화완선여민영의원상관적정책법규,민영의원자신응제승판의혜민적인도력,추진인재대오건설,성신판원,건립호신화해적의환관계,제승핵심경쟁력,영조혜민성의원문화,제승양군음득실혜、의원득발전적인도력。
Objective To reveal the existing problems of operation in Xinjiang private hospitals and put for-ward countermeasures and suggestions for their better development .Methods Literature review ,ques-tionnaire survey and interview are employed to introduce and analyze the operation of the private hospitals and public hospitals at the county level in 2009-2012 in Xinjiang .Results T he major findings of the pri-vate hospitals include :lower utilization of medical resource ,unsaturated workload ,lower cost per patient , gradually reduced hospital size ,lower utilization of beds ,high debt ratio ,big operational difficulties ,high rents and negative grow th in large medical equipment .Conclusion The relevant policies and regulations by the government to the private hospital are suggested to make and perfect for their better improvement .Private hospitals are suggested to enhance their guiding force and core competitiveness by their talents construc-tion ,the establishment of the mutual trust and harmonious doctor-patient relationship and the hospital culture creation .
