唐德宗继位伊始，由于受陕州之辱的影响，改变了前任统治者和回纥抗吐蕃的传统国策，采取了和吐蕃绝回纥的错误政策，这一错误政策的实施，使唐朝蒙受了重大损失，导致唐德宗民族政策的转变。文章叙述了唐德宗民族政策转变的过程，分析了李泌在这一转变过程中所起到的独特作用，赞扬了李泌尽忠为国的高尚品格。

Because of the humiliation from Huihe Kehan at Shanzhou in 762, emperor Dezong of Tang changed the traditional policy to associate with Huihe against Tubo by his former emperor and took a wrong policy which was to associate with Tubo against Huihe as soon as he succeed to the throne. The wrong ethnic policy made Tang Dynasty suffer heavy losses and resulted in the change of Dezong of Tang’s ethnic policy. The changing process is analyzed and Li Mi’s unique role during the changing is emphasized to praise Li Mi’s noble character of allegiance.
