Judicial proposals are generally considered to have originated in the 1950s and are a peculiar phenomenon in the judicial practice of modern China. A study of the fragments of Tang dynasty verdict documents found in Dunhuang reveals that judicial proposals existed as early as the Tang dynasty. This paper also discusses relevant problems.
