伴随人口老龄化加速和家庭养老功能弱化，老年人的生活照料--即养老服务体系建设严重滞后。在分析我国目前养老服务事业现状和问题的基础上，探讨界定了基本养老服务体系的概念和内涵，提出了我国基本养老服务体系建设的发展思路，着重阐述了构建基本养老服务体系的对策措施。

As the acceleration of population aging and weakening of family’s function of providing for the aged, care for the elders, i.e., building of the endowment service system has been seriously lagged behind. On the basis of analyzing the status quo and problems of the present endowment service of China, the definition and connotations of the basic endowment service system are discussed, the development thoughts on building the basic endowment service system of China are proposed and the countermeasures for setting up the basic endowment service system are mainly described.
