科学、合理地评价高校科研团队绩效是科研团队管理的重要环节,以质量为导向构建科研团队机制,对促进高校与社会各类创新力量的协同创新,提高其整体创新能力和竞争实力具有重要意义。要创新科研团队组织模式,按质量标准确立绩效考评指标,创新科研团队人才管理机制,优化科研团队资源配置方式,构建科研团队的互动协同机制,实现高校科研团队的健康发展。

To evaluate scientifically and reasonably the performance of a university research teams is the main part in research management. The quality-oriented scientific research team mechanism is of great importance in improving the cooperation between universities and other institutions, in promoting the comprehensive innovation competence and competitive strength. To achieve development in the research team in universities, this paper proposes the following measures: 1) to innovate the organizing model, 2) to establish a quality-oriented performance evaluation index, 3) to innovate the operational mechanism, 4) to optimize the allocation of the research resources, and 5) to establish the interactive and coordinating system.
