随着高等教育规模的不断扩大，通过构建高等教育质量体系来保障高等教育的质量问题受到了世界发达国家的关注。发达国家在高等教育质量保障方面积累了许多成功经验：重视自我评估；建立相对独立的中介机构；强调内外部保障机制的互通；重视质量标准建设；注重立法的作用。在借鉴发达国家成功经验的基础上，提出适合我国国情的高等教育质量保障体系的框架：建立自我评估机制；发挥中介机构作用；完善组织机构建设；加强质量标准建设；完善法律保障体系。

With the expansion of higher education, the developed countries are constructing higher education quality guarantee systems to ensure its quality and they have accumulated successful experience, which will include attaching great importance to the self assessment, establishing relatively independent intermediary institutions, emphasizing the exchange of internal and external guarantee mechanisms, attaching great importance to the construction of quality standards, paying more attention to the role of the legislation. On the basis of making use of the successful experience of the foreign countries, we ut forward some construction framework of the higher education quality assurance system suited to China's national conditions, namely, establishing a mechanism for self assessment, playing a role of intermediary institution, perfecting the construction of organization, strengthening the construction of quality standards and setting up perfect laws and regulations system.
