“深化教育领域的综合改革”是党的十八届三中全会提出的重要改革目标之一，而简政放权与赋能还权则是深化高等教育综合改革的关键所在。简政放权的根本目的是对教育公共权力的有效制约，赋能还权的根本目的是通过现代大学制度的建设切实激发大学的活力，有效促进高等教育内涵式发展。因此，政府切实地做到简政放权，高等学校有效地赋能还权，并通过大学章程建设得以实施已成为深化高等教育综合改革刻不容缓的重要任务。
“深化教育領域的綜閤改革”是黨的十八屆三中全會提齣的重要改革目標之一，而簡政放權與賦能還權則是深化高等教育綜閤改革的關鍵所在。簡政放權的根本目的是對教育公共權力的有效製約，賦能還權的根本目的是通過現代大學製度的建設切實激髮大學的活力，有效促進高等教育內涵式髮展。因此，政府切實地做到簡政放權，高等學校有效地賦能還權，併通過大學章程建設得以實施已成為深化高等教育綜閤改革刻不容緩的重要任務。
“심화교육영역적종합개혁”시당적십팔계삼중전회제출적중요개혁목표지일，이간정방권여부능환권칙시심화고등교육종합개혁적관건소재。간정방권적근본목적시대교육공공권력적유효제약，부능환권적근본목적시통과현대대학제도적건설절실격발대학적활력，유효촉진고등교육내함식발전。인차，정부절실지주도간정방권，고등학교유효지부능환권，병통과대학장정건설득이실시이성위심화고등교육종합개혁각불용완적중요임무。
“Deepening the Comprehensive Reform of Higher Education” is one of the major goals proposed on the Third Plenary Session of the 18th CPC Central Committee. The basic purpose of streamlining administration and instituting decentralization is to efficiently restrict the public power in education system, and the fundamental intention of empowering right is to vitalize universities by developing university system, and hence to promote the connotative development of higher education. Therefore, it is a matter of great urgency for the government to actualize administration streamlining and decentralization, and for institutions of higher education to empower right through university constitution construction.
