The industrial cluster provides a special environment for new ventures ,cluster has brought the market ,labor force ,technology ,brands ,suppliers and other resources to the enterprise .At the same time ,new enterprises are restrict-ed by cluster system environment .We combined with Sociology of organization'new institutional legitimacy theory and the theories of entrepreneurship ,from the perspective of entrepreneurial opportunities ,entrepreneurs and entrepreneurial re-source ,put forward the legitimate process of industrial clusters entrepreneurship .
