国土资源开发业宏观调控之需始自生产的社会化。个别开发者与全社会生产的协调运作,涉及到各个群体的利益关系。而所谓完全的市场化、自由化和私有化,是东方和西方主流经济学界都不认同的观念。代表人民利益的政府因势利导市场走向,是优化资源配置和公平竞争的先决条件,因为优化点和公平性要符合公益的准则。而把政府调节与市场机制对立起来的论点,犹如让骑手舍弃坐骑或者任由坐骑游弋,是经济学界的一大误区。

Macro-control on land and resource development industry begins from the socialization of production. The coordination of individual developers and all social production involves the interests of various groups. However, the idea of so-called complete marketization, liberalization, and privatization is disagreed by eastern and western mainstream economics. This paper argues that the government which represents the people's interests guides the market's direction according to circumstances is a precondition for optimization of resource allocation and fair competition;that is because optimal point and fairness should be consistent with public standard. While the argument that places the government regulation in opposition to market mechanism is a big misunderstanding in economic circles, just like force the riders to give up the mount.
