随着全球变暖的趋势逐渐恶化，发展低碳经济成为热点。低碳农业是当前发展低碳经济的重要内容之一，同时也是缓解我国农业生态环境逐渐恶化、保障农业可持续发展的重要手段。保护性耕作技术兼具生态效益和经济效益，是发展低碳农业的先进农业技术，也是国际农业发展的主要趋势。积极发展保护性耕作有利于农业发展方式的转变，对促进低碳农业的发展具有重要作用。为此，通过对发展保护性耕作的相关制约因素的分析，提出推动土地流转来促进保护性耕作的推广，为低碳农业的发展提供借鉴。

With the global becoming warm worse and worse , developing low-carbon economy become a hot spot .Develo-ping low-carbon agriculture becomes one important content of developing low-carbon economy , and it's also an important measure which can help to alleviate the gradually deteriorating trend of our country 's agricultural ecologic environment and ensure the sustainable development of our country's agricultural .Conservation tillage technology has ecological bene-fits and economic benefits , it's a good way to promote low-carbon agriculture and it's also the main trend of the interna-tional agricultural development .It is an effective channel to change agricultural development mode and it surely has a good effect to promote low-carbon agriculture .This paper analyzes the restricting factors of how to promote conservation till-age , and it suggests promoting the promotion of conservation tillage by promoting land circulation to provide reference for the development of low-carbon agriculture .
