从海洋生态健康的内涵出发,将生态文明纳入生态健康评价体系,从产出效率、功能多样、生态文明和压力胁迫四个方面共14项指标构建沿海地区海洋生态健康评价指标体系,利用层次分析法对2010年天津、福建、山东3个沿海地区生态健康状况进行评估。结果表明,天津沿海地区海洋生态健康综合指数为0.67,需提高海洋生态环境消纳污染、改善海洋环境质量、提供初级生产力等各项支持服务功能,福建沿海地区海洋生态健康指数为0.57,需加大海洋科研投入力度,加强海洋生态文明建设,同时加强赤潮等生态灾害的预防治理,山东沿海地区海洋生态健康指数为0.66,需加强海域资源的集约利用,减轻陆地对海洋生态系统产生的压力和负效应,降低海水入侵和土壤盐渍化风险。

Based on the meaning of marine ecological health, combined with ecological civilization, proposed a marine ecological health assessment index system which includes 14 indices categorized into 4 groups, efficiency, diversity,civilization and pressure. Evaluated the health status of Tianjin,Fujian and Shandong coastal areas based on AHP.The index of Tianjin coastal area was 0.67,showing that the ability of inducting pollution,promoting environment quality and providing productivity need to be enhanced.The index of Fujian coastal area was 0.57,respectively showing that scientific research investment and civilization construction need to be enhanced,also the prevention and control of red tide and other ecological disasters need to be strengthen.The index of Shandong coastal area was 0.66,showing that intensive use of sea resources need to be strengthen,also land on the marine ecosystem of the pressure and negative effect,the seawater intrusion and soil salinization risk need to be reduced.
