确保安全还是大力发展成了福岛核危机后核电争论的焦点,2012年10月国务院谨慎重启冰封了一年多的核电项目审批。随着我国实验快堆成功并网发电,我国已确定了快堆闭合循环的技术路线和走快堆商业化的道路。在安全与发展两难抉择时,我国迫切需要与时俱进地制定与路线相适应的统一的核电法规标准,尤其需要制定适应我国国情的核电运营监测技术标准。确保安全第一、质量第一地发展核电,促进核电事业可持续发展。

To ensure the safety and vigorously develop nuclear power debate became the focus of the Fukushima nuclear crisis, the State Council in October 2012 cautious restart frozen for more than a year of the nuclear pow-er project approval .With the success of China's power grid experimental fast reactor , China has determined the technical route of fast reactor closed cycle and walk fast reactor commercial road .In the security and develop-ment dilemma, China urgently needs to formulate a unified and adapt to route the codes standards , especially need to formulate standard operation monitoring of nuclear power technology in China .To ensure that the devel-opment of nuclear power safety first , quality first, to promote the sustainable development of nuclear power in-dustry.
