目的：探索公立医院产权制度改革的迫切性、必要性以及基本原则和方法。方法：通过文献研究、实地调研和专家咨询分析，并结合当地公立医院改革的现实情况，提取相关问题及观点。结果：新时期下公立医院承担的工作任务和功能定位明确，但由于产权制度不明晰、法人治理结构不完善、补偿机制不合理等因素制约了医院的快速发展。结论：必须坚定不移地推进公立医院产权改革，积极稳妥地推进部分公立医院改制重组。
목적：탐색공립의원산권제도개혁적박절성、필요성이급기본원칙화방법。방법：통과문헌연구、실지조연화전가자순분석，병결합당지공립의원개혁적현실정황，제취상관문제급관점。결과：신시기하공립의원승담적공작임무화공능정위명학，단유우산권제도불명석、법인치리결구불완선、보상궤제불합리등인소제약료의원적쾌속발전。결론：필수견정불이지추진공립의원산권개혁，적겁은타지추진부분공립의원개제중조。
Objective: Exploring the urgency, necessity and the basic principles and methods of property rights reform in public hospitals. Methods:According to literature research, field research and expert consultation analysis, to draw relevant problems and views with the combine of the local reality of public hospital reform. Results: The assumed tasks and functions of public hospitals in the new period is clear, while property rights system is not clear, the corporate governance structure is imperfect and compensation mechanism is unreasonable, which all restrict the rapid development of public hospitals. Conclusion: It is needed to unswervingly push forward reform of property rights system in public hospitals, actively and steadily implement the restructuring and reorganization of some public hospitals.
