积极推进“三化协调”发展是我国经济社会发展的必然要求，而劳动力合理转移是“三化协调”发展的关键。从影响农村劳动力转移决策的角度，对“三化协调”发展的动力机制模型、每种力量的作用及其关系进行剖析，对于指导政府部门如何识别影响劳动力转移及“三化”关系的关键因素具有重要意义。政府可以通过政策工具的干预，对各种力量进行合理配置，促进劳动力顺利转移及“三化协调”发展。

In the process of economic development of our country , how to promote the coordinated development of industrialization , ur-banization and agricultural modernization is important issue that needs to solve , whereas the transfer of labor forces is the key of coordi-nated development of industrialization , urbanization and agricultural modernization .From the angle affecting the decision of labor trans-fer, the paper built a dynamic mechanism model that consists of transfer capability , driving force, attraction force, pull force, repul-sion force and absorption capability .Every force and the relations among these forces were analyzed and then got a conclusion that the comparison state of these forces decides the result of labor transfer and the degree of coordinated development of industrialization , ur-banization and agricultural modernization .Furthermore, government can make a rational deployment to the six forces through many pol -icy instruments and finally realize the smooth transfer of rural labors and coordinated development of industrialization , urbanization and agricultural modernization .
