To solve the problems of network construction in rural areas, the concept of Enclave Companding System (ECS) is proposed. By introducing the principles and technical characteristics of this system, the usage of frequency band from 150M to 230MHz in China, and signal propagation characteristics of ECS, ECS and other technologies are compared of which advantages and deficiencies as well as project budget are analyzed in-depth. The ECS is proved to be faster and more efficient in achieving better coverage of network, which promotes mobile network construction in rural areas.
