职业教育师资开发与管理是学校发展的重要工作,是人力资源管理的内容,教师资源的开发管理应遵循差异性、开放性、系统性三项原则。在差异性方面,应关注专业带头人、骨干教师、年轻教师等不同群体所处的职业生涯不同阶段;在开放性方面,以国际化的视野对教师培养开发与管理开展工作;在系统性方面,把教师资源的开发系统纳入集反馈、控制、激励等于一体的更为宏观的人力资源管理系统,从而对职业教育教师开发与管理有更理性的认识。

Development and management of vocational education teachers is an important task of school development, and is the content of the human resource management. Teaching staff development and management should follow the principles of diversity, openness, and systemics. In terms of differences, schools should pay attention to professional leaders, backbone teachers, young teachers, who are at different stages of career. In terms of openness, an international perspective on teacher training and management should be applied. In terms of systematics teaching staff development should be integrated with feedback, control, and motivation which constitutes a macro human resources management system, so that a rational understanding of development and management of vocational education teachers can be achieved.
