提高党的建设科学化水平，必须从提高发展党员的科学化水平这一源头推进。大学生已成为中国共产党党员发展和队伍结构调整的重要对象。发展大学生党员必须遵循中国共产党党员发展的历史规律，在淡化数量增长的同时切实把好质量提高关，高度重视发展过程中政治性标准缺失这一根本问题，以坚持标准的科学化为核心、教育培养的系统化为出发点、审核考察的全程化为抓手，确保申请入党大学生的政治忠诚，不断提升大学生党员发展的质量和科学化水平。

To improve scientific level of Party construction,we must start from the promotion of the scientific level of developing Party members. College students are the important targets of developing Party members and adjusting team structure. The development of Party members among college students must follow the historical law of Chinese Communist Party, adhere to the principles of controlling the quality while reducing the quantity, paying attention to the basic problem of lacking of political standards in the course of the devel-opment, ensuring the political faith of college students applying for joining the Party and improving the quality and scientific level of the development of Party members among college students continually from regarding scientific standards as the core, beginning with sys-tematization of education and cultivation and taking whole-coursing of supervision and evaluation as the impetus.
