The balanced development of compulsory education is a topic of the times .Taking the group development of the second school district as an example ,this paper explores the changes brought about by group and bundled development from the management model,operation mechanism,safeguard measures and other aspects .It also further expounds the ap-proaches and methods which can improve the overall quality of education through the group development of school districts , to achieve quality resource sharing and improve the school running level of weak schools .
