在综合运输体系、城市化进程尚处在快速发展阶段，综合客运枢纽布局规划对促进综合运输体系形成、引导城市空间发展、提高运输服务水平具有重要现实意义。本文分析了各类枢纽规划的管理机制，从综合客运枢纽的概念内涵和基本特征分析出发，引出综合客运枢纽布局规划的要点，提出在国家层面、省级层面和地市层面枢纽规划关注的主要问题和落脚点，重点研究了地市层面综合客运枢纽规划编制的主要框架和技术指引，并提出规划编制的相关保障措施。

In the rapid process of the integrated passenger transport system and urbanization, integrated passenger transport hub layout planning has important significance to promote the formation of an integrated transport system and to guide the development of urban space also to improve the level of transportation services. The paper analyzes the management mechanism of the hub planning, starting from the concept connotation and basic characteristics of the integrated passenger transport hub to the areas of integrated passenger transport hub layout planning. It presented the major concerns and contents of the hub planning at the national level, the provincial level and city-level. And it pays main attention to the planning framework and technical guidelines of integrated passenger transport hub planning at the city level, and in the end the paper proposes some suggestions and recommendations about the planning formulation.
