经济要发展，科技要先行。计量工作则是物质进步的重要前提和标志。正如聂荣臻元帅所说：“科学要发展，计量需先行，没有计量寸步难行！”计量工作的形成和发展，与科技进步和生产力的发展密切相关，科技越进步，生产力越发展，计量工作的职能作用表现得越充分，反之亦然。随着市场经济的全方位推行和我区经济体制改革的深化，管理手段和决策依据的定性分析已不能适应社会发展的需要，向量化决策和量化管理方向发展已势在必行，也就要求我们各级部门的宏观调控者，必须认识和使用计量这一有力工具开展工作，避免工作中的失误，使各项工作尽善尽美，为“入关”和国际间经济接轨作好准备。
