随着行政体制改革的深入，行政决策模式逐渐从传统的封闭官僚制模式向现代的开放合作型模式转变，取得一定成绩的同时，也面临制度建设不深入、程序规范形式化等现实困境。为了破解行政决策转型瓶颈，从法制化、民主化、科学化视角，分别对张家港市出租汽车扩容决策的成功实践进行价值剖析，并总结出一条包含以人为本的民主路径、实事求是的科学路径、专业审查的法制路径和优化环境的和谐路径等四个方面内容的综合创新路径，以推进行政决策体制的不断完善。

With the deepening of administrative reform ,administrative decision model changes from the traditional closed model of bureaucracy to the modern open model of cooperation .It has made some achievements ,but still faces the practical difficulties such as superficial system construction and formal procedural norms .In order to break the bottleneck of administrative decision in transition ,the article gets the value from the successful practice of Taxi Expansion Decision in Zhangjiagang .From the legal , democratic and scientific perspectives ,it concludes a comprehensive innovative approach w hich contains democratic way of people-oriented ,scientific way of practicability ,legal way of professional review and harmonious way of environment improvement to promote the continuous improvement of administrative decision system .
